Players of Vermont Lottery games must be 18 years or older to buy tickets, which can be purchased at approximately 700 retailers throughout the state. Minors cannot buy tickets, but they can win prizes, which will be paid to the minor's guardian.

Lottery profits are directed toward Vermont's State Education Fund. In the 2009 fiscal year the Education Fund received $20.9 million, while $60.7 million was returned to players in the form of prizes.

Prizes of $499 and less can be redeemed at any Vermont Lottery retailer, or at the lottery headquarters in Berlin. Prizes of $500 to $5,000 can be claimed at the lottery headquarters, or at any branch of the Chittenden Bank in Vermont. Prizes over $5,000 must be claimed in person at the Berlin headquarters of Vermont Lottery. All prizes over $500 require an accompanying claim form and valid identification.

Winners have 1 year after the date of the draw in which to make their prize claim.

Prizes are not exempt from Federal tax, and by law, for prizes more than $5,000 won by US citizens Vermont Lottery must withhold at least 25% for Federal Income taxes, and at least 6% for Vermont State Tax. All prizes over $600 must be reported to Inland Revenue.
