Players of Minnesota Lottery games must be 18 years or older to buy or redeem tickets, which can be purchased at retailers throughout the state. Non-residents can win prizes, however all tickets must be purchased in person at an authorized lottery retailer.
After paying prizes and administration costs, 60% of the lottery's proceeds are placed in the Minnesota state's General Fund, which funds public education, health and human services, and public safety, while the remaining 40% goes to the Environment and Natural Resources Trust Fund.
Prizes of $600 and less can be redeemed at any Minnesota Lottery retailer, or by mailing the ticket, signed and addressed on the back. Prizes $600 to $30,000 must be claimed any of the regional lottery offices, located in Virginia, Detroit Lakes, Marshall, Owatonna, and Roseville, or by mail. If claiming by mail you must fill out a claim form - be sure to sign the back of your ticket, and for your records keep a copy of the front and back of all documents you send. Prizes $30,000 and over must be claimed at the head office in Roseville.
Minnesota Lottery advise that as soon as possible after purchasing your ticket you should sign the back of the ticket, as if tickets are unsigned anyone in possession of a winning ticket may file a claim.
Prizes are not exempt from Federal tax, and by law, for prizes more than $5,000 Minnesota State Lottery must withhold 30% for Federal Income taxes. Additionally, for prizes over $5,000, 7.25% State Tax is withheld.
